Although without a majority on the council, the Tories are running the council as a 'minority' administration. The next election is scheduled for May 2011.

The make-up of the council is: 25 Tory (10 of whom are part of the 'governing' cabinet) and 28 from all the other parties, which means the Tories need the support of other parties on major issues such as the council budget.

Since the July 2009 Goldsmid by-election, Greens and Labour have the same number of seats: 13 Green Party, 13 Labour, 2 LibDem, 1 Independent.

In Brighton Pavilion constituency, Greens have more councillors than any other party:  nine to the Tories' six and Labour's five.
